MI-MABAS Fire, Special Ops, & Task Force 1 Overview

The purpose of this session is to review the fire-based response framework available in Michigan for a large-scale emergency that begins and ends with the local jurisdiction in charge. MI-MABAS has built Mission Ready Packages (MRPs) that are consistent with the National Incident Management System (NIMS) that will facilitate a faster response to a specific request with the correct response package.

MRPs are specially created resource bundles that are organized, developed, trained, and exercised prior to an emergency or disaster. MRPs may be requested between Division Dispatch Centers or to the Red Center from the Division Dispatch Center. The appropriate MRP will be selected by Mi-MABAS based on the requested capability, location of the request, and availability. The MRP list includes Engine, Ambulance, Tanker, and Brush Truck Strike Teams along with Tanker and Fire Task Forces. In addition to the fire-based Special Operations MRP’s of Hazmat, UAS, Technical and Water Rescue, MI-TF1 also has the ability to provide Water, Canine, Search, Medical, Logistical Support, Structural Engineers, Heavy Equipment Operators, and specialized equipment MRPs.

The requested resources will report to the designated staging area and wait to be briefed by the Incident Commander or designee from the Authority Having Jurisdiction (AHJ). The briefing will include the current situation status, planned assignment, and chain of command. The MRP Team Leader will establish the incident action and communications plan for the resources under their direction that meets the expectations of the established ICS.

Reimbursement of an MI-MABAS resource will follow the guidelines established in the most recent Michigan Emergency Management Assistance Compact (MEMAC) regardless of whether the requesting agency is a MEMAC member or not. MEMAC provides guidance for Personnel, Equipment, travel, Lodging, Commodities, and Other reimbursements if desired by the responding agencies.
